Tokyo is a very efficient city with long line-ups.
This may seem like a contradiction but it isn’t.
As an example the line up for parking at one of the department stores is down the street and around the block.
They have about 10 uniformed guards guiding the cars, splitting the lines into commercial ( taxi and trucks) and cars… Then further splitting cars into pickup drop off and parking… All while interrupting pedestrian traffic as little as possible and keeping everyone happy…
Everyone waits their turn but everyone moves as efficiently as possible….. considering the shear numbers.
